The industrialized countries need to apply pressure on these governments to put in place suitable infrastructure so that this growing population can have decent living conditions

The industrialized countries do a lot to help, but they are fighting a losing battle.  The developing countries need to take responsibily for the wellbeing of their citizens and their economy.  They need to create a sustainable society.  They need to act now or we will be witnessing horrific scenes like never before.
